MoSPI Explains Double Deflation Methodology Behind Negative GVA Deflator
The Ministry of Statistics and Programme Implementation (MoSPI) clarified that a negative implicit Gross Value Added (GVA) deflator in the updated GDP series (Base Year 2022-23) for Q1 FY 2026-27 stems from input price shifts under the double deflation method, not falling output prices. The manufacturing sector’s GVA is now compiled by deflating gross output and intermediate inputs separately using their respective Producer Price Indices (PPIs), so when input PPI rises faster than output PPI, real value added grows faster than nominal value added, producing an implicit negative deflator.

Supreme Court Seeks Centre’s View on Totalisers for EVM Vote Counting
A Supreme Court bench asked the Central Government to clarify its stand on introducing ‘Totalisers’ — devices that count votes from multiple EVMs simultaneously instead of booth-by-booth — after petitioners argued booth-wise counting exposes local voting patterns and enables post-poll victimisation. The Election Commission, while previously favouring Totalisers, cautioned that changing the counting procedure without multi-party consensus could fuel public distrust in EVM security, with a 2015 Law Commission report having recommended amending Rule 66A of the Conduct of Elections Rules, 1961.
